Serve Every Resident. Verify Every Identity.

Some residents walk in with a smartphone and a mobile driver's license. Others have no ID at all. FaceLock handles both — issuing the same fraud-resistant, biometrically-bound credential either way.

Two problems. One platform.

Social service agencies are caught between two competing pressures: stop credential fraud, and make sure no eligible resident gets turned away. Most systems solve one or the other. FaceLock solves both. Whether a resident arrives with an ISO 18013-5 mobile driver's license or with nothing but their face, the result is the same — a PKI-signed, biometrically-bound credential that can be verified instantly, anywhere.

How it works

A caseworker selects the right proofing path, the resident's face is captured, and a verified credential is issued — printed or digital.

01

Start with the right proofing path

Not every resident walks in with the same documentation. FaceLock's Creator app lets your caseworker choose the appropriate verification method on the spot — a high-assurance ISO 18013-5 mDL scan for residents with a digital ID, or a manual eligibility-based flow for those without one. No one gets turned away at the door.

Proof eligibility when there is no ID

Some residents are eligible for state benefits but have no government-issued identification — no driver's license, no state ID card. Rather than denying service, FaceLock supports eligibility-based proofing: a caseworker attests to eligibility, the resident's face biometric is captured, and FaceLock issues a document tied to that biometric. That document can be a benefit card, a transactional check cashable at a participating bank, or a reusable digital credential.

Issue the credential — printed or digital

Once identity or eligibility is verified and 3D liveness is confirmed, FaceLock creates a PKI-signed, biometrically-bound credential. It prints as a physical card or delivers straight to a digital wallet. The 3D liveness step matters: it blocks AI-generated deepfakes and presentation attacks at the moment of issuance, before a fraudulent credential ever gets created.

Two paths. The same trusted credential.

Whether a resident presents a mobile driver's license or has no ID at all, FaceLock issues the same biometrically-bound, fraud-resistant credential.

High-tech path

ISO 18013-5 mobile driver's license

The resident presents their smartphone-based mDL. FaceLock reads the cryptographically signed credential, validates the data, and confirms liveness in seconds. Fully automated and frictionless for residents who carry a digital ID.

  • ISO 18013-5 compliant mDL scan
  • Cryptographic credential validation
  • FaceTec 3D liveness check
  • IAL2 / IAL3 assurance level
  • Seconds to complete

Eligibility-based need proofing

The resident has no government-issued ID. A trained caseworker attests to eligibility, and FaceLock captures the resident's face biometric to create a biometrically-bound document — with the same fraud resistance as the high-tech path.

  • No state-issued ID required
  • Caseworker-attested eligibility
  • Face biometric captured at enrollment
  • Printable or digital credential
  • IAL1 / need-based proofing

IAL1, IAL2, and IAL3 — supported in one platform

NIST SP 800-63A defines Identity Assurance Levels to match credential strength to program risk. FaceLock supports all three without requiring separate systems.

IAL1 Self-Asserted

No identity verification required. The applicant self-asserts their attributes. FaceLock captures a face biometric at enrollment — creating a reusable, fraud-resistant credential even without document proofing.

  • Basic benefit enrollment
  • Low-risk service access
  • Eligibility-based need proofing
IAL2 Remote or in-person proofing

Identity is verified against a government-issued credential — digitally via ISO 18013-5 mDL or physically via document attestation. 3D liveness confirms the applicant is a real, present person. This meets the requirements for most social services, healthcare, and benefits programs.

  • Benefits cards & EBT
  • Medicaid & healthcare enrollment
  • Professional licensing
  • Driver's license augmentation
IAL3 In-person proofing + biometric binding

In-person proofing with FaceTec's ISO 30107-3 Level 2 certified 3D liveness and PKI-signed biometric binding. Built for high-value credentials where the cost of fraud is highest.

  • High-value benefits programs
  • Voter registration credentials
  • Law enforcement or corrections ID
  • Cross-agency identity federation

No resident left behind

Economic status and technology access should not determine who gets served.

Digital-only credential systems quietly exclude the people who need help most. Residents who cannot afford smartphones, or who simply prefer not to use them, end up without access to the benefits they are entitled to. FaceLock's printable credentials close that gap. Every resident gets the same secure, verifiable document — regardless of income or device preference.

No smartphone required

Residents without a smartphone receive the same biometrically-bound credential, printed as a physical card that works at any verification point.

Works for technology-avoidant communities

Some residents prefer not to use digital devices. Printed credentials give them secure, verifiable documentation without requiring an app or a login.

Same security, regardless of format

Printed credentials carry the same biometric binding and instant verification capability as digital versions. There is no security tradeoff for choosing paper.

Eligibility-based proofing preserves dignity

A resident without government-issued ID is not automatically disqualified. Caseworker attestation plus biometric capture means eligibility — not documentation — determines access.

What agencies get

IAL1, IAL2, and IAL3 in one platform

Match credential assurance to program risk. FaceLock supports all three NIST identity assurance levels without requiring separate infrastructure for each.

Fraud stopped at enrollment

FaceTec's ISO 30107-3 Level 2 certified 3D liveness detection blocks presentation attacks and AI-generated deepfakes at the moment a credential is issued — before any damage is done.

Serve residents without state-issued ID

Eligibility-based need proofing means a missing ID card does not disqualify a resident. Caseworker attestation combined with face biometric capture creates a trusted, reusable credential from scratch.

Verify offline, anywhere

Credentials are PKI-signed and biometrically bound. A caseworker can verify at a service counter, a traffic stop, or a remote site without a network connection.

Use cases

Benefits & EBT cards

Biometrically-bound benefit cards that stop fraud and eliminate proxy redemption

Medicaid & healthcare enrollment

Patient identity proofing at IAL2 without requiring an existing government ID

Driver's licenses & professional licenses

Issue and augment credentials with biometric binding for instant, offline verification

Transactional benefits checks

Single-use benefit checks tied to the resident's face — cashable only by the credential holder

Why agencies choose FaceLock

One platform for every resident

FaceLock handles the full range — from a resident with an ISO 18013-5 mDL to one with no documentation at all. One caseworker workflow, one credential format, one verification app.

NIST compliance without building from scratch

Reach IAL2 and IAL3 compliance without months of infrastructure work. FaceLock's biometric binding and PKI-signed UR Codes provide the assurance level high-value government credentials require.

Fraud prevention baked in, not bolted on

ISO 30107-3 Level 2 certified 3D liveness detection stops AI deepfakes and presentation attacks at issuance. The fraud problem gets solved before the credential is ever created.

A clear path from pilot to statewide

Pilot programs typically run $50K–$500K+, with ROI through fraud reduction and operational efficiency. FaceLock is built to scale from a single agency to a full statewide deployment.

What government leaders say

FaceLock solved our fundamental credential verification challenge. We can now confidently verify that the person presenting a credential is actually the legitimate holder, which was impossible with our previous system.
